Last fall, following an agreement with Waubay City Council, South Dakota Game, Fish & Parks (GFP) aquatic habitat and access biologist Rhet Russell began working with former Waubay Mayor Kevin Jens to place a public fishing pier in Waubay on Blue Dog Lake to make use of Federal Emergency Management Agency (FEMA) land.
